Quick walk/jog with the dog to tag my nearest unclimbed peak. Turned out to be a beautiful hike as the fog was rolling back and forth over the trail. Great view of a major portion of San Diego County, including the ocean, from the peak.

Is Frank's Peak (and nearby Whitney) accessible to the public? Couldn't seem to find a reasonable place to start hiking up to it- unless it was on a private road..

Well, you can see where I started on the GPS track...the saddle on Indian Ridge Rd where the huge watertank is. There's open area for parking off the pavement, and easements all around for utilities in a mixmash of private property, firebreaks, and public utilities. I too, am confused about access there, but I have been up "Mt. Whitney" several times using that same starting point. The trails on and around Frank's peak show fairly heavy use, but the trail users must be starting from farther away. Google Maps show foot trails starting from Questhaven Road, Brea de Loma Drive, Attebury Road, and Wild Willow Hollow Road. You could explore a little and try those, too! The Strava Heatmap (always good for finding popular, if unpublished, routes) shows that most people access Franks Peak from the parking lot of Double Peak K8 School. I'll add a screenshot to my trip report so you can check it out.

Okay thanks for your help. Looks like I could ride my bike up Twin Oaks through the Double Peak School parking lot onto Attebury (assuming it can be accessed there), then connect to the trail it shows. I assume you got to the saddle on Indian Ridge coming up Bresa de Loma and Crestwind. Washingtonia is gated off at the junction with Oceanview and Indian Ridge- couldn't go that way. I will consider those other routes.
