I did this Hooksett NH HighPoint as a mid morning hike on the first nice (sunny, upper 60s) day of the year. If you try to go from the extended pavement area of the cul-de-sac at the end of Quimby Mt. Rd., you will encounter posted signs. Otherwise the path from the small square to its left seems to be well used. It's probably wise to go during daylight so not to worry the nearby residents. Since this was still the winter season and the trees were bare, there were still good views in a couple of directions, especially of the Uncanoonuc Mountains and the Manchester area. And the views from the cul-de-sac weren't bad either.
