Pinon Mesa highpoint is located in the Pinon Mesa Recreation Area. The highpoint is a large section of sandstone next to a road. Its an easy walk up from the road or in my case, a half-mile walk from another road down a bike trail. There's a benchmarker and a summit log (inside the small rock cairn). Lots of roads in the area so have a map handy. Also, it appears there are multiple ways to access the area. The route I took had zero signs so I'm hesitant to provide details. My GPS didn't show all the roads either. This is oil country so lots of active wells and roads to service them.
