The peak is on the boundary of Philmont Boyscout Ranch and the Colin Nesbitt WMA. Access from Philmont is limited to boyscouts and staff only. Access from Cimarron State Park/Colin Nesbitt WMA requires a day use pass obtainable at a Cimarron State Park pay station for $5. This pass allows access to Cimarron State Park and both the north and south areas of Colin Nesbitt WMA. The Colin Nesbitt WMA is a New Mexico administered wildlife management area.

Route I used: US-64 to Cimarron State Park; then Clear Creek Trail (trailhead at MM-292) to the northern ridge of Tolby Peak, then bushwhacked up and over Tolby Peak to Clear Creek Pack Trail then to the summit of Phillips. Bushwhacking beyond the Clear Creek Trail involves steep rocky terrain with deadfall regardless of the route taken.

An alternative hike: from Tolby Creek TH, take the Tolby Meadows Trail to the Clear Creek Pack Trail. This route is long and would likely require at least one overnight stay.

Note about the Colin Nesbit WMA. Access requires a day pass or other NM issued license plus the state imposes restrictions during hunting seasons.
